DPCC imposes fine on mega construction projects for dust pollution

The Delhi Government’s pollution watchdog Delhi Pollution Control Committee (DPCC) has imposed a fine of Rs 50,000 per day to 13 mega construction projects of DDA, DSIIDC, Airport Authority and DLF for spreading dust pollution in the national Capital.

According to the DPCC, the developers would have to deposit fine of Rs 50,000 per day since January 20. The DPCC had earlier issued notices to all 13 construction sites on December 17, 2015, and January 4, 2016, due to default in taking dust pollution control measure in construction works. In some cases, developers of these projects did not respond to the DPCC.

The notices have been issued to stop work following the directions of National Green Tribunal orders pertaining to air pollution of dust from construction and demolition activities.

In a stern warning to all construction sites the DPCC has directed them to comply with the order, in case they fail, the construction would be stopped.  The DPCC has also directed to submit rectification report by February 9.

According to the NGT’s order, for construction and dust pollution the fine is fixed Rs 50,000. “The fine has been kept high as it would instill fear in people,” said officials.

During inspection by DPCC officials, it was found that in the case of NIFT, the DSIIDC has awarded work to Rama Construction Company. “The unit is extracting ground water from two borewells. The flow meter was not installed and permission was not taken from DJB/CGWA for taking out water. Construction material or debris was found stored /dumped on metalled road. Tarpaulin on scaffolding around the area construction and the building was not provided,” officials said.

“Also, the vehicles carrying construction material and construction debris are not cleaned before it is permitted to ply on the road after unloading of such material,” officials said.

During inspections at proposed Parsvnath Mall commercial complex project at Rohini, it was found that labour camp of project on adjacent plot (reported to be hired from DDA). It was found that waste water of labour camp is discharged in public sewer without any treatment, claimed officials.

In the case of DDA project, it was found that loose earth and construction dust found spread all over the roads outside the project site resulting heavy dust pollution due to movement of vehicles and significant dust pollution observed at project site.

Notices have been issued to NIFT’s alteration site at Hauz Khas, Vegas Mall at Plot 6, Sector 14, Dwarka, Proposed Parsvnath Mall Commercial Complex project at 1B2, Twin district centre, sector 10, Rohini, Prefab LIG & EWS housing for DDA at Pocket I, Sector G2G6 Narela, Prefab LIG & EWS housing for DDA at Pocket III, Pocket IV, V, VI, , Sector G2G6, Narela, and Pocket IV, V, Sector G7G8 Narela, construction of Group Housing Complex near Sultan Garhi Vasant Kunj, expansion of Group Housing Metro Park at Dwarka Mor and construction of Indian Aviation Academy and hostel block at Rangpuri Vasant Kunj near Indian Spinal Injury Centre, DLF Capital Greens at Shivaji Marg and DDA Housing project at Narela.
