Biz man complains, of threatening by ACP, to Lokayukta and HM

A businessman has lodged a complaint with the Lokayukta and the Home Minister against P Shivakumar, Assistant Commissioner of Police (ACP), Devanahalli, and his inspector for threatening him with a false case and jail time. The man claimed he was being asked to sell a land at certain rate to a pre-fixed customer.

The issue pertains to 1 acre, 1 gunta of land in Devanahalli on Vijipura road. B Shankaralingam, a businessman, had bought the land in 2014. Like for several other plots in this industrial hub, trouble was only around the corner, and from none other than the cops themselves. “I was summoned by ACP Shivakumar and addressed in singular in front of people. He verbally abused me and allowed the onlookers to speak with me in foul language. I was made to stand in the office like an accused, and threatened with arrest if I didn’t give in writing that I would sell the property to the complainant at a pre-fixed price. This is extortion, blackmail, threatening,” he alleged.

He was called to the station in connection with an FIR against two persons. His own name was not in it. Shankaralingam said they wanted him to sell his land worth Rs 3 crore for Rs 25 lakh. “I had applied for an anticipatory bail, even though my name is not in the FIR, to avoid harassment by the police,” he said.

Fearing for his safety, he has sought an investigation into the matter, and disciplinary action against erring officials and anti-social elements. When the former DG and IGP, Shankar M Bidari, was police commissioner in 2008, in the wake of several such issues, he had listed out guidelines for his men on how to conduct in land-related issues. He had warned his officials against giving protection merely based on a general power of attorney (like the case on hand), sale agreements, lease agreements and advance payments.

“This is a problem with some police offices in the Despite repeated directives to not be involved in real estate settlements, some get involved and end up either in a trap or in raid over amassing wealth for their involvement in things other than policing. ,” a Lokayukta official told media.

ACP Shivakumar, against whom the charges of threatening have been levelled, denied all of that. “I don’t have any knowledge about that. But a case has been registered. Shankarlingam, a revenue office employee, and some others had taken some money and have cheated it seems. There was a case pertaining to this and inspector had issued a notice legally. But he has never come to me and I have never talked about the matter to him [Shankaralingam]. Now people are intelligent. Pressurising can’t be done. Even illiterates can’t be pressurised. Every moment there is a check. Can anything like that [threat and charges to implicate in cases] be done these days,” Shivakumar told media.
