BMC to give parking slots even for 1BHK flats

MUMBAI: The Brihanmumbai Municipal Corporation (BMC) will give builders the option to construct parking slots even for a compact 1BHK flat free of floor space index (FSI) across the city. Earlier, it was limited to specific areas. Experts feel it will not benefit middle class home buyers, and builders may manipulate it for extra earnings.

In the draft development control regulations (DCR), the BMC has made a provision for builders to construct a parking slot for four flats, each flat measuring less than 485 sqft. But it is also giving an option to builders to construct parking for each flat and there is no condition attached to it. Officials involved in the planning stated that builders must construct a parking slot for four flats, and the rest are optional.

Shirish Sukhatme, an architect, stated that a builder constructing 100 tenements in a building, each of them 350 sq ft (maximum 485 sqft), can construct 100 parking slots for residents, plus 25 for visitors.

Sources stated that the builders will construct the parking slot to get free FSI benefit but will not pass it to the small flat buyers. They said builders will manipulate the policy to construct more parking in posh localities, where nearby residents are ready to buy parking slots even after paying crores. They suspect builders will construct small flats to get parking benefits and afterwards will amalgamate multiple flats, thus creating extra parking for sale.

An official involved in the preparation of the draft DP-34 admitted that it can be misused, but he said there are other civic agencies to keep check on it.

He said the DP is only the guideline for construction along with mandatory requirements and it cannot make a provision of how the builder should distribute the created parking.

The BMC proposed the changes in the revised draft DCR, which is the guideline for the development plan (DP-34). At the end of the month, the BMC will put the DCR and DP before the public for mandatory suggestions and objections. Afterwards, the BMC general body will discuss the issue, before sending it to the state government for final approval. Sources said the BMC has proposed these changes in the draft DCR following a suggestion by a group of developers led by a prominent builder.

The civic authorities held meetings with stakeholders, including builders, to address issues in the revised draft.

Officials stated that nowadays, even an average earner owns a car, so they are providing the option that builders can construct parking slots for even small flat buyers.
