NAVI MUMBAI: The civic body has revoked the conditional occupancy certificate (OC) given to Satra Plaza Properties Ltd in 2012 for constructions undertaken on plots (19 and 20) at sector 19 D, Vashi. The plots have two commercial buildings (ground plus 2 and ground plus 18) with two basements.
NMMC chief Tukaram Mundhe issued an order on December 27 that revoked the building permission and OC given to them. “The developer was to get a no-dues certificate within a year from Cidco for the OC, but failed to do so even after a six-month extension,” said additional municipal commissioner Ankush Chavan. A hearing was held in 2014 to seek Cidco’s opinion, said civic sources. “Cidco stated that the town planning has erred in issuing OC prior to submission of NOC and asked the plots to be vacated,” said an official from the encroachment department.
The plots, having two towers as well, were sold to NMMC at concessional rates for construction of the civic headquarters. “But the project never took off and the land was sold to a private party by NMMC. Even the land use was changed through a general body resolution,” said a Cidco official. The recent order to revoke the OC was reportedly based on correspondence between Cidco and NMMC on November 4, 2016. “Cidco stated that the NOC cannot be granted to the party,” said Chavan.
The director of Satra group, Rushabh Satra, said the building plans were approved by NMMC for which an OC was given on February 9, 2012. The plots were purchased after responding to a public tender, he said. There was also a registered tripartite agreement between Cidco, NMMC and Satra group, claimed Satra.
