NOIDA: Home buyers of Noida Extension or Greater Noida (west) have once again stirred action against delayed occupancy of apartments. This time, they want explanation from the Greater Noida Authority about how many builders have applied for completion certificates, and why is the final occupancy certification process taking so long.
“Last year, the builders had promised that completion certificates would be secured within December, but even by February, nothing seems to have moved. Except for one or two projects, none of the Noida Extension projects have got completion certificates. The process is getting delayed more and more. We want a fast and proper solution from the Greater Noida authority on this,” president of Noida Extension Flat Owners Welfare Association (Nefowa), Abhishek Kumar, said.
The completion certificate is important for the home owners because most apartments that are even being given for possession, do not yet have proper water connection and are running on power back up. Except for Gaursons who have procured completion for two of their Gaur City projects, none of the other have received power or water connections. The association states that they would stir further protests if proper clarifications are not given to them by builders about the delay in procurement of occupancy certificates.
“How long will apartments continue to run solely on power back up and ground water? Environmentally speaking also, it is not the best option to be running the apartments only on ground water. Completion certificates are important, and should be urgently procured by the builders from authorities,” Indrish Gupta, co-founder of Nefowa, said.
Many projects have also started offering possession to buyers without completion certificates. Some of them are: Supertech, Eco Village 1, three towers with about 118 families having shifted; Eco Village II with 15 families shifted; Amrapali Leisure Valley with 15 families living; Stellar apartments have given possession to 300 families. Completion certificate has only been given to Gaursons, Fourth Avenue buyers.
Some projects which are complete and have asked Greater Noida Authority for occupancy and completion certification, include: Gaur City, entire project; Stellar; Supertech Ecovillage 1; Panchsheel Hynish; Panchsheel Green; Palm Olympia; Amrapali Leisure Valley; Amrapali Centenarian Park Low Rise; Amrapali Leisure Park.
“Until the builders procure completion certificates, the possession of the apartment is only ornamental because the house is not really yours. We have been urging buyers to not take possession of houses without completions certificates, but the buyers have been paying rent and loan instalments together for so long, that they are just taking possession any way as to get some financial relief,” Shweta Bharti. General Secretary of Nefowa said.
“There is certainly a delay in the procurement of completion certificates. There are two reasons, one where the builder has not been able to settle all dues with the authorities, and the other is the lengthy process of the greater noida authority itself. For those builders who have some financial stress, we have found some relaxations of payment process; also the final occupancy to each project is only given by the authority when everything in a tower is complete; so it is getting delayed for many projects. We are trying to educate the builders to be smart with their finishing and fitment methods, so that occupancy can be procured fast. But yes, most occupancy certifications in Noida extension are on the wait,” Credai NCR president, Manj Gaur, said.
