HUBBALLI: Hubballi-Dharwad, which finally made it to the Smart City Project list, will now get a Special Purpose Vehicle (SPV) for development. It will get a dedicated Hubballi-Dharwad Smart City Ltd (HDSCL) to which a secretary-level officer will be appointed chairman. It’ll implement development works under the SCP.
Major Siddalingayya Hiremath said the SPV will function from the HDMC premises. “It will have a managing director or chief executive officer who will be an IAS/ senior KAS/ KMAS officer appointed by the state government. Currently, we have been given additional charge of MD, HDSCL,” he said.
He added, “The SPV will have a director nominated by the ministry of urban development of the Union government and two independent directors appointed by the state government. Apart from this, the MD of KUIDFC Bengaluru; director, Municipal Administration Bengaluru; MD of KWBS department, Bengaluru; MD of Hescom Hubballi; HDMC mayor, opposition leader in HDMC, chairmen of town planning and development standing committee, finance and appellation standing committee, public health, education and health committee, HDMC commissioner will be on the board of directors.”
He said both Union and state governments will sanction Rs 194 crore for city development. “We’ll submit a detailed project report and governments will sanction budget in phases. We will get incentive based grants under this SPV to develop specified areas of the city,” he added.
Meanwhile, an objection to the SPV has been raised by the public. Sham Kamat, member, Hubballi-Dharwad Pragati Sankalp, said there is no space for people in HDSCL. “As the SPV has no people’s representation and only officials and corporators, it will fail to know the requirement of common people. This SPV should not become another company like BRTS, which is not meeting deadline. It should have the voice of commoners to keep the objective right.” he said.
